Jamil Murad, deputado estadual pelo PCdoB, pediu aos deputados do Parlamento paulista que votem contra o PLC 65/2000, do Executivo, que altera o artigo 2.º da Lei Complementar 125/75, que dispõe sobre a carreira do pesquisador científico. O PLC cria a Agência Paulista de Tecnologia dos Agronegócios (APTA). Para Jamil, a APTA não leva à construção de um institutos de pesquisa avançados, "pelo contrário, os leva à morte".
